BOARD OF SUPERVISORS - WORKSHOP MEETING

THURSDAY, SEPTEMBER 4, 2008

 

MINUTES

 

 

PRESENT:  Richard Harris, Chairman; Donna Wright, Vice-Chair;  Arland Schantz, Supervisor; Ellen Koplin, Township Manager; and approximately 6 members of the audience. 

 

      Chairman Harris called the meeting to order at approximately 7:37 pm.

 

OLD BUSINESS:

      Schultz Bridge Road – Hazard Mitigation Grant Application               

Koplin reviewed the estimated costs for the scope of work required by FEMA and revised project estimate for survey and design by Cowan Associates. 

Koplin asked for approval from the Board to have Cowan perform the studies required to obtain grant approval if no other options prove cost effective.

Schantz again suggested using Bill Heffentrager to obtain the permits and perform the work instead of pursuing the grant;  the costs would be only slightly higher to the Township.  Koplin reminded Schantz that contractor costs exceeding $10,000 would have to be bid.  Also, Cowan’s estimate for the project included diverting the stream which DEP may require at this location.

 

MOTION was made by Harris to authorize Cowan Associates to perform the studies necessary to submit to FEMA contingent upon obtaining a proposal from Heffentrager and contacting Perkiomen Watershed.  Schantz seconded the motion.                                                                     Unanimous

 

      Upper Perkiomen Area “Perk-Up”

A Memorandum of Cooperation among Partners was discussed.  It was decided to let Attorney Kantra review it before having it up for decision at the regular September meeting.

Wright announced she is now working for the Upper Perkiomen Chamber on the “Perk-Up” iniative.

 

NEW BUSINESS:

      Lehigh Valley Economic Dev. Corp.-EPA Brownfields Assessment Grant -Project Workplan

Since there are no Brownfield sites in Lower Milford, we won’t be participating.

 

      Greater Lehigh Valley Visiting Nurse Assoc.

The Visiting Nurses Association requested an allocation for 2009.

 

ANNOUNCEMENTS:

      Geryville Curative Amendment Hearing –Monday, September 22, 2008 at 7:30 pm

 

      LMT 6th Annual Fall Festival-Saturday, September 27, 2008 from 10 am to 5 pm with a sausage eating contest and photo contest included

 

      Harris adjourned the meeting at 8:17 pm.
