LOWER MILFORD TOWNSHIP of LEHIGH COUNTY

BOARD OF SUPERVISORS

Thursday,  September 18, 2008 at 7:30 p.m.

MINUTES

 

Vice-Chair Donna Wright acting as Chair called the meeting to order at 7:30 p.m.  Present was Supervisor Arland Schantz.  Also present were Public Works Director Richard Kinsey and Township Solicitor Emil Kantra,  and approximately 12 others. 

 

The Pledge of Allegiance was said by all.

 

Public comments were accepted throughout the meeting.

 

Regular Business:

MOTION was made by Schantz to approve the minutes of the August 21,2008 Board of Supervisors Regular Meeting.  Wright seconded the motion.   Unanimous

 

MOTION was made by Schantz to approve the minutes of the September 4, 2008 Board of Supervisors Workshop.  Wright seconded the motion.                  Unanimous

 

 

MOTION was made by Schantz to accept the Treasurers Report as of  as follows:

·         General Fund                                                    $687,436.00

·         Sewer Fund                                                               458.00

·         Park & Rec. Donation Fund                                     1,041.00                             

·         Capital Reserve Fund                                          102,674.00       

·         Road Projects Fund                                             341,988.00     

·         State Liquid Fuels Tax Account                              54,859.00       

·         Developer Escrows (Non Twp. Funds)                   52,516.00                                         

Wright seconded the motion.                                                      Unanimous                     

                      

MOTION was made by Schantz to pay the September 2008 bills.  Wright seconded the motion.

Unanimous

It was explained that through PLGIT Township funds were spread to different bank CD’s for higher interest and safer keeping.

 

Police Business:

The Police Reports were made available to the public.

 

Public Works Business:

The Public Works Report was made available to the public.

 

Zoning Business:

The Zoning Report was made available to the public.

 

Manager’s Business:

Manager’s report was made available to the public.

 

Subdivisions/Land Developments:

Wright announced a new plan for Hate/Wright Lot Line Adjustment located on King’s Highway.

 

There was not action due on Land Developments or Subdivisions.

 

Fire Co. Report:

            There was no report available. 

 

Schantz stated the Fire Co. made a motion at their last meeting to buy a new 3,000 gal. tank truck for $383,004 from a local company.  The funds, which are almost sufficient, were mainly obtained through yearly donations from the Township, which were put in a truck fund each year.   

 

Old Business:

MOTION was made by Schantz to adopt Resolution 2008-14, a Memorandum of Cooperation for the “Perk Up” Partnership.  Wright seconded the motion.                      Unanimous

 

There is no binding commitment for Lower Milford Township in the contract.

Resident Don Weinberger asked about businesses that the infrastructure of Lower Milford could handle.  Wright responded that Lower Milford’s infrastructure was considered and not compromised in the plan.

Wright announced she is on the “Perk Up” Committee for implementation of the plan.

 

Announcements:

·         Geryville Materials Curative Amendment Hearing – Monday, September 22, 2008 at 7:30 pm

·         Zoning Hearing Board Meeting – Wednesday, September 24, 2008 at 8:00 pm.

·         6th Annual Lower Milford Fall Festival-Saturday, September 27 from 10 am to 5 pm

Citizen Comments:

Jean Schoch questioned the Residents Association selling raffle tickets at the Festival.  She was concerned that they have the proper license.  Wright said she would check with the Association.
