LOWER MILFORD TOWNSHIP LEHIGH COUNTY, PENNSYLVANIA BOARD OF SUPERVISORS - WORKSHOP MEETING WEDNESDAY, AUGUST 8, 2007
MINUTES
PRESENT: Richard Harris, Chairman; Arland Schantz, Vice-Chairman; Donna Wright, Supervisor; Ellen Koplin, Township Manager; Cheryleen Strothers, Township Engineer and approximately 11 members of the audience.
– Chairman Harris called the meeting to order at approximately 7:36 pm.
– Lori Sickenberger of the Lower Milford Residents Association read and submitted comments concerning the Act 537 plan for Limeport. Strothers explained the revisions to the Act 537 for Schantz, such as renumbering of the appendices and text changes to reflect the adding of appendices, such as, comments from the public meetings and hearing and the public notice. Notation was added concerning 3 yr. pumping requirements. Jean Schoch questioned the 30 day comment period. Koplin read the public notice where it stated the comment period was from July 9 to August 9. Strothers said comments can be made after but we are required to allow that 30 day period. Schantz felt the township should have looked further into another plan. Harris explained they looked into many different basic systems including variations to those systems. Schantz wanted to know why DeKrane’s proposal was not considered. Harris said the considering factor was the maintaining of the system with a reasonable fee. The operation and maintenance costs of some of the systems were too high including DeKrane’s recommended system. A discussion ensued concerning the pumping or inspection of individual private septic systems as included in the Act 537 plan but not mandated by Township ordinance at this point.
– Authorization for the Township Solicitor to file a Notice of Intervention in the Geryville Procedural Challenge Appeal will be placed on the agenda for next week’s regular Board of Supervisors meeting.
– Stenroos Subdivision-Authorization for Escrow Release and Enter Maintenance Period. Koplin will check with Attorney Kantra if the improvements agreement will allow “as built” plans to be provided to the township prior to the release of escrow funds.
– Jean Schoch asked if there is no one maintaining the township gardens how will a township park be maintained? There is a need for someone to volunteer to maintain the current gardens. Koplin recommended hiring someone at $8/hr. for a few days to get the garden looking good for the Festival and maintenance thereafter for a couple hours/week. Hiring a gardener will be on the agenda for next week’s Board of Supervisors meeting.
– Announcements: § There will be a discussion concerning the Emergency Services Advisory Committee at the Board of Supervisors 8/16/07 Meeting. § Act 537 Plan to be Considered for Adoption on 8/16/07 Meeting.
– Harris adjourned the meeting at 8:43 pm.
