BOARD OF SUPERVISORS - WORKSHOP MEETING

THURSDAY, JULY 2, 2009

 

MINUTES

 

 

PRESENT:  Richard Harris, Chairman; Donna Wright, Vice-Chair;  Arland Schantz, Supervisor; Ellen Koplin, Township Manager; Emil Kantra, Township Solicitor and approximately 17 members of the audience. 

 

–      Chairman Harris called the meeting to order at approximately 7:33 pm.

 

OLD BUSINESS:

–      Resolution 2009-13 TCC Delegates - Act 32 (Alternate Committee Representative)

Maureen Kinney, Treasurer suggested Township Manager Koplin as the alternate delegate for the Tax Collection Committee.  Tax Collector Robert Myers was contacted and is willing to serve in this position.  Discussion took place concerning the candidates and voting alternatives.

Action will be taken at the 7/16/09 meeting.

 

–      Award Bid Contract for Community Park

Harris announced the landscaping will be performed by volunteers, donations and the township and will not be considered for bid.

Harris read comments from Cowan Associates regarding the bidder AGC concerning bidding requirements they did not complete.

MOTION was made by Wright to award the bid to Wessner’s Excavating for $84,550.  Schantz seconded the motion.                                                      Unanimous

 

–      Comments - Macungie Borough Draft Zoning Ordinance Amendment

Since the Planning Commission had not had a chance to see the draft, the Board would wait on their comments.

 

–      Comments - Upper Milford Township Proposed Official Map

Since the Planning Commission had not had a chance to see the draft, the Board would wait on their comments.

 

MOTION was made by Wright to defer the making of comments for the Macungie Borough Draft Zoning Ordinance Amendment and the Upper Milford Township Proposed Official Map

to the Planning Commission.  Schantz seconded the motion.       Unanimous

 

NEW BUSINESS:

–      Authorization – Twp. Engineer to Assist with MS4 Waiver Request and/or Permit Renewal

Koplin explained the requirements of the MS4 stormwater permit and said a waiver may be obtainable and if not a renewal will be necessary.  Action will be taken at the July regular meeting.

 

–      Draft Solicitation Ordinance

The ordinance was explained and includes hours, fines, and will give some basis for police intervention should there be a complaint from residents.

 

MOTION was made by Schantz to advertise the Draft Solicitation Ordinance.  Wright seconded the motion.                                                                    Unanimous

 

–      Zoning Hearing Board Letter of Interest

At the request of Harris, Agim Zabelli introduced himself and gave his background concerning his interest in serving on the Zoning Hearing Board.  His was the only letter submitted.

The appointment to the Zoning Hearing Board will take place at the July regular meeting.

 

–      Geryville Materials, Inc. - Special Exception Docket No. 2009-02

The Board acknowledged the receipt of another Special Exception application from Geryville Materials.

 

–      Upper Milford Township - Draft Zoning Ordinance

The Board will review the draft ordinance on the Upper Milford website.  Wright said the Lehigh Valley Planning Commission has commented on it concerning the density of homes.

Schock asked if the Regional Plan intergovernmental agreement was signed by all the municipalities.  Koplin said it was signed by all municipalities in 2005.  She requested a copy signed by each municipality be given to all the Planning Commission Members.

 

–      Ed Bendikowitz of the Fire Co. asked if the Fire Co.’s EDU’s will be reduced and the fee for EDU’s being waived.  Kantra explained it is premature at this point but Harris assured him it would be considered in due time. 

 

–      Harris announced an Executive Session held before this meeting to discuss litigation.

 

–      Harris adjourned the meeting at 8:38 pm.
