LOWER MILFORD TOWNSHIP

LEHIGH COUNTY, PENNSYLVANIA

BOARD OF SUPERVISORS

PUBLIC HEARING

JULY 17, 2007

PROPOSED ACT 537 SEWAGE FACILITIES UPDATE PLAN

MINUTES

The meeting was called to order at 7:30 pm by Board Chairman Richard Harris.  Supervisors Arland Schantz and Donna Wright, Solicitor Emil Kantra, Esq., Township Manager Ellen Koplin and approximately 35 residents attended.  (James Gallagher, Court Reporter, recorded the stenographic record.)

The Pledge of Allegiance was recited.

Harris read portions of the Public Notice published in the Morning Call newspaper on July 9, 2007.  He reviewed for the audience, the presentation and comment period process.  Harris then turned the meeting over to Cheryleen Strothers of Cowan Associates, Township Engineer.  She explained that the presentation will cover the planning for the entire township and will not give the in-depth details for the proposed Limeport sewer system as was presented at the July 5, 2007 meeting.

Strothers presented a Power Point slide program with hard copies available for the audience to follow along.  She highlighted the items the plan addresses.  At the conclusion of the slides, a short recess was called and Chairman Harris requested those in attendance wishing to comment or ask questions, to please sign their name and include their address on the tablet provided.

Upon re-convening the hearing, Harris reviewed the funding through PENNVEST, a 1% interest loan for 30 years with a portion provided as a grant.  Other grants will be pursued through state and federal sources.  The hearing was then opened to questions and comments that primarily focused on the proposed sewer system for the Limeport area and the proposed sewage management plan.  (Stenographic record provided by Gallagher Reporting.)

Harris announced that a 30-day comment period is in effect.

The hearing was adjourned at 10:08 pm.
