BOARD OF SUPERVISORS - WORKSHOP MEETING

THURSDAY, JUNE 5, 2008

 

MINUTES

 

PRESENT:  Richard Harris, Chairman; Donna Wright, Vice-Chair;  Arland Schantz, Supervisor; Ellen Koplin, Township Manager; and approximately 7 members of the audience. 

 

      Chairman Harris called the meeting to order at approximately7:40 pm.

 

      Joint Building Board of Appeals Candidates -

Candidate Gary Doerr was present to express his interest and qualifications to serve on the Joint Building Board of Appeals.  The other candidate, Ed Bendekovitz will be present at next months Workshop.

 

OLD BUSINESS:

      Scout Road Bridge-LTAP Technical Assistance and Discussion –

A sales representative from Keystone Concrete spoke on a 3 sided box culvert with no dividers and no bottom.  He quoted $65K – $75K for a 21’ concrete culvert according to the opening proposed by the Township Engineer.  An LTAP representative visited the Scout Road Bridge and followed up with correspondence outlining finance options and suggested an option to abandon the bridge.  If using township general funds for the project, it would not have to meet PennDOT standards but would need to meet ASHTO requirements.  The township has high priority projects such as the Limeport Sewage plant to finance and a decision on the bridge will be postponed.  Pros and cons of keeping the road closed were discussed.

 

      Draft Fire Safety Ordinance-

Changes made to the draft Fire Safety Ordinance on 6/3/08 were reviewed.  A form will be available on the Township website for registering Agricultural field burning when the Ordinance becomes effective.  Concensus of the Board of Supervisors was to advertise as motioned in a previous meeting with the additional proposed changes.

 

NEW BUSINESS:

      Equipment Donation-

A memo from Police Chief John Dondero, concerning the acceptance of an oxygen tank donated to the Township Emergency Services, was read.

 

ANNOUNCEMENTS:

      Wright gave an update on the Recreation and Open Space Board.  The draft Recreation and Open Space Plan will be ready for the Board to review at the next Board of Supervisors regular meeting.  It was clarified that a more detailed local plan is compatable with, but not superseded by, the Regional Plan.

 

      Harris adjourned the meeting at 9:14 pm.
