LOWER MILFORD TOWNSHIP of LEHIGH COUNTY

BOARD OF SUPERVISORS

Thursday, June 19, 2008 at 7:30 p.m.

MINUTES

 

Chairman Richard Harris called the meeting to order at 7:33 p.m.  Present were Supervisors Arland Schantz and Donna Wright.  Also present were Township Solicitor Emil Kantra, Township Manager Ellen Koplin; and approximately 13 others. 

 

The Pledge of Allegiance was said by all.

 

Public comments were accepted throughout the meeting.

 

Regular Business:

MOTION was made by Wright to approve the minutes of the May 15, 2008 Board of Supervisors Meeting.  Harris seconded the motion.  More discussion took place and Schantz agreed to second the motion. 

Schantz commented concerning the first paragraph on the second page regarding Mr. Lichtenwalner.  He said he did not mention his place of residence and that Mr. Lichtenwalner did not have a problem maneuvering but could not cross the culvert.        Unanimous

 

MOTION was made by Schantz to approve the minutes of the June 5, 2008 Board of Supervisors Workshop.  Schantz seconded the motion.                             Unanimous

 

 

MOTION was made by Wright to accept the Treasurers Report as of  as follows:

·         General Fund                                                    $649,769.00

·         Sewer Fund                                                            1,000.00

·         Park & Rec. Donation Fund                                     1,035.00                             

·         Capital Reserve Fund                                          102,465.00       

·         Road Projects Fund                                             340,829.00     

·         State Liquid Fuels Tax Account                           231,558.00

·         Developer Escrows (Non Twp. Funds)                   57,479.00     

Schantz seconded the motion.                                                     Unanimous                     

                      

MOTION was made by Wright to pay the  bills.  Schantz seconded the motion.

Police Business:

The Police Reports were made available to the public.

 

Public Works Business:

The Public Works Report was made available to the public.

 

Zoning Business:

The Zoning Report was made available to the public.

 

Manager’s Business:

Manager’s report was made available to the public.

 

Subdivisions/Land Developments:

            There were no new submissions.

           

MOTION was made by Wright to approve Escrow Release #7 for Phase 1A & 1B in the amount of $46,233.  Schantz seconded the motion.                             Unanimous

                                                           

MOTION was made by Wright to approve Escrow Release #1 for Sorensen Construction in the amount of $120,149.59.  Schantz seconded the motion.                    Unanimous 

 

Fire Co. Report:

            There was no report available. 

 

Ken Knapp announced a need for volunteers from the community for the upcoming Carnival.  They especially need help with setup before it starts.

 

Old Business:

MOTION was made by Schantz to adopt Resolution 2008-8 Agricultural Security Area Addition for County of Lehigh.  Wright seconded the motion.                 Unanimous

 

MOTION was made by Wright to hire Riley, Rodzianko & Clymer, LLP to audit the 2007 Tax Collector Records at a maximum price of $2000.  Harris seconded the motion. 

Schantz expressed that he feels it unnecessary.  Harris would like to speak with the Treasurer, Maureen Kinney to see if she feels it is necessary.                     Motion tabled

 

MOTION was made by Wright to adopt the Fire Safety, Protection and Prevention Ordinance.  Schantz seconded the motion.                                                 Unanimous

 

Wright requested that the Draft Lower Milford Recreation & Open Space Plan be moved to public hearing.  Harris thought the Planning Commission look at it for comment.

 

MOTION was made by Schantz to refer the Draft Lower Milford Recreation & Open Space Plan to the Planning Commission for comment.  Wright seconded the motion.

The Regional Recreation and Open Space plan will be advertised for hearing in July.  It will work in conjunction with Lower Milford’s Recreation Space plan and is not regulated by the Municipal Planning Code.

 

New Business:

One of the heat pumps is not working.  The possibility of replacing it with an air conditioning unit and electric baseboard heat.  Harris asked if Richard Kinsey could submit a plan of replacement with various quotes for the July Workshop.

 

MOTION was made by Schantz to grant permission for a detour through Lower Milford as requested by PENNDOT District 6 (Bucks County).  Wright seconded the motion.

MOTION was made by Schantz to nominate Donna Wright to serve as Lower Milford representative for the Perkiomen Creek Watershed Plan Advisory Committee.  Wright seconded the motion.                                                                             Unanimous

 

 

Announcements:

·         Fire Company Carnival – June 25 through June 28

·         Curative Amendment Hearing on June 23 at 7:30 pm.

·         Lehigh Valley Planning Commission Transportation Plan Meeting - June 23 at 6 pm

(including Hosensack & Spinnerstown Rd. Bridges)

Citizen Comments:

Jean Schoch asked if the 2007Audit report was available.  She was told she can come to the Township office and ask to see it.

 

Evelyn Yost said the stop sign at Bell Gate Road and Limeport Pike is leaning.
