BOARD OF SUPERVISORS - WORKSHOP MEETING

WEDNESDAY, JUNE 13, 2007

 

MINUTES

 

 

PRESENT:  Richard D. Harris, Chairman; Arland H. Schantz, Vice-Chairman;  Ellen Koplin, Township Manager;  Richard Kinsey, Public Works Director; John Dondero, Police Chief and approximately 11 members of the audience. 

 

      Chairman Harris called the meeting to order at approximately 7:31 pm. 

 

      Harris read the draft of Nuisance Ordinance recommended for adoption by the Planning Commission. Chief Dondero stated he feels it is adequate.  Motion to advertise will be added to the 6/21/07 agenda.

 

      Bio-Diesel Fuel Discussion – Kinsey stated manufacturers of the township equipment recommend a 5% mix or warranties are void.  He handed out a pro/con sheet for use of the Bio-Diesel fuel.  Kinsey was concerned that maintenance and repair costs would outweigh the benefits due to the characteristics of the fuel.  Harris stated there are problems with moisture in the tank and high maintenance requirements.  Schantz feels a 5% or 3% mix would not cause problems.  Fire Co. officials were not aware there was bio-diesel in the tanks and were concerned what affect it would have on emergency equipment. 

 

      PPL sent a request to place a new telephone pole on Pine Tree Road on Township property to support the existing sagging lines.  The agreement will be placed on the regular meeting agenda for 6/21/07.

 

      The contract for a Deer Removal Agreement was discussed.  Kinsey will research further if there would be coverage from the Game Commission and if coverage for the township would be necessary.  Action will take place at the July meeting.

 

      Lois Gadek submitted a proposal (see attached), which she proceeded to read, to create an Emergency Services Advisory Committee.  Harris thought the proposed membership could be expanded to include the Public Works Director and Emergency Management Coordinator. Gadek stated the purpose is for open communications and provide information to the Supervisors when decisions need to be made, considering the issues that are currently on the table.  Further discussion will take place at the July 19 regular meeting.  Harris suggested the Fire Co. and Ambulance representatives should attend. 

 

      Resident Lori Sickenberger thanked the Township for putting up road restriction signs so quickly on East Mill Road.  Koplin stated the West Mill Hill Road Study is underway.

 

      Many stated how well the Memorial Day Veterans Memorial Dedication went.  Koplin stated there would be acknowledgements at the July 19 regular meeting for all who helped with the dedication.
