BOARD OF SUPERVISORS - WORKSHOP MEETING

THURSDAY, MAY 7, 2009

 

MINUTES

 

 

PRESENT:  Richard Harris, Chairman; Donna Wright, Vice-Chair; Arland Schantz, Supervisor; Ellen Koplin, Township Manager; and approximately 11 members of the audience. 

 

–      Chairman Harris called the meeting to order at approximately 7:32 pm.

 

OLD BUSINESS:

–      Draft Recreation & Open Space Plan – Hearing Date

A tentative hearing date for the Draft Recreation & Open Space Plan of July 16, 2009 was discussed. 

A tentative Hearing date for the Draft Zoning Ordinance hearing of July 20, 2009 was discussed pending confirmation of the date by Brandywine Conservancy.

Action toward advertisement will take place prior to the dates as required.

 

–      EIT Collection – Act 32 (Alternate Committee Representative)

Maureen Kinney was appointed as the township representative for the EIT Collection Committee.  The county suggested an alternate representative be appointed.  A resolution will be drafted for approval at the June regular Board of Supervisors meeting.

 

–      Ken Schock (Stenroos Subdivision) – Partial Maintenance Escrow Release

Stormwater issues remain regarding the swale which should be repaired to conform to plan specifications.

MOTION was made by Wright not to release the Escrow for the Stenroos Subdivision until the swale is re-established according to plan.  Schantz seconded the motion.

–      Agricultural Security Area – 7 Year Review – Ag. Security Advisory Board Minutes

The Board will address, at the next 5/21/09 regular meeting, the recommendation of the Agricultural Security Advisory Board to allow a roll-over of the Agricultural Security Area properties rather than conduct a 7 Year Review.

 

NEW BUSINESS:

–      Act 132 – Home Improvement Contractor Registration

Harris announced that effective July 1, 2009 contractors that earn more than $5,000/yr. are required to register with the State Attorney General’s office.  There are brochures available in the foyer for more information.

 

–      Humane Society Agreement

An invoice from the Lehigh County Humane Society was received for stray animals taken there from Lower Milford Township.  He said more information is needed as to what is being charged to the Township.  It will be addressed again at the next meeting.

 

–      PennDot Act 14 Reply Form – Spinnerstown Bridge

Koplin will correct and reply to the form in preparation of replacement of the Spinnerstown Bridge.  She will contact PennDot to try to have the bridge kept in historic condition.  She will also request a public hearing to discuss the bridge replacement.

 

–      Firstrust Bank Account

Koplin sought approval of the Supervisors to move funds into a new account for improved interest rates.

Jean Schoch asked if the bookkeeper has looked into certain online banking companies.

 

–      Southern Lehigh Public Library Board Representative-

Currently serving is Joan Dreibelbis whose term expires on 6/30/09.  Harris asked if anyone is interested in serving in this position they should submit a letter of interest by the June 18, 2009 Board of Supervisors meeting.  An announcement will be posted on the website and a letter sent to Dreibelbis asking her to submit a letter if she desires re-appointment.  The Supervisors would like regular reports of what is discussed at the library meetings.

·         Hereford Township-Public Hearing for Proposed Zoning Ordinance

·         PennDot Road Resurfacing Projects:  Steinsburg Road, Chestnut Hill Church Road, Dillingersville Road, Zionsville Road and Spinnerstown Road

A letter of thanks will be sent to Hereford Township for giving us the opportunity to review their proposed Zoning Ordinance.

 

–      Harris adjourned the meeting at 8:33 pm.
