BOARD OF SUPERVISORS - WORKSHOP MEETING

THURSDAY, APRIL 3, 2008

 

MINUTES

 

 

PRESENT:  Richard Harris, Chairman; Donna Wright, Vice-Chairman; Arland Schantz, Supervisor; Ellen Koplin, Township Manager; and approximately 14 members of the audience. 

 

      Chairman Harris called the meeting to order at approximately 7:43 pm.

 

OLD BUSINESS:

      Tom Fulton and Sandy Schaffer of the Limeport Stadium invited the township on July 19, 2008 to their 75th anniversary celebration including a vintage ballgame exhibition, fireworks and concert.  They requested a financial contribution toward the celebration.  He submitted a letter dated 4/3/08.

The Lehigh Valley Historical Society has selected the Limeport Stadium in honor of their anniversary, to help with an exhibit. For specific information on the stadium and the 75th Anniversary celebration, visit their website:  www.limeportstadium.org.  The Supervisors suggested ways to promote the Stadium and help with costs.

 

NEW BUSINESS:

      Lehigh County Humane Society Contract-

The Supervisors discussed the contract proposal from the L.C. Humane Society for a $570 flat fee, from February 2008 to February 2009 rather than per animal.  We received a bill for $248 for services from the beginning of last year.  The charges were prior to the contract renewal, which was not renewed for 2007.  It was decided that this year’s contract should run from April 1 to the end of the year and the renewal contract should be in hand by the first of November in time for budget planning. 

 

MOTION was made by Schantz to pay the outstanding $248 invoice and ¾ of the $570 fee for the 2008 contract to run from April 1, 2008 to December 31, 2009.  Future contract proposals shall be requested to be in hand by November 1.  Wright seconded the motion.

      Draft Fire Safety Ordinance-

ESAC Committee reviewed necessary changes to the current Fire Prevention Ordinance and those changes are incorporated into a new ordinance.

Harris commented on Page 3, Article IV, 2. the “fee” to be established, occurs at the beginning of the year, and in Item 3. change “competent” to “licensed” and Page 2, Article II, 3E. change from “Lower Milford Fire Company” to “Fire Department”.  Comments by the Township’s Attorney will be sought and the Ordinance will be discussed again at the May Workshop.  Questions concerning burning and the ordinance were discussed.

 

      Engineering Contract for Limeport Sewer Project-

The Supervisors announced a recently obtained contract for services, submitted by Cowan Associates for the Limeport Sewage Project, will be reviewed by the Board and the Township Attorney.  This contract involves all the engineering work for installation of the sewage system.  The contract for the installation service will be put out for bid.  Koplin suggested, in order to stay on schedule, the Supervisors should address this at the April Regular Meeting if the Attorney can respond by that time. 

 

 

 

      Wright read a memo from the Recreation and Open Space Board (ROSB) introducing to the Board the draft Recreation and Open Space Plan for Lower Milford Township.  She requested comments from the other Board members as soon as possible and will seek comments from the Township Attorney. 

Wright said the ROSB used the ideas of professional planners from other districts to put together a Plan which suited Lower Milford.  This plan is more in depth than the regional plan but can be submitted to be included, as much as possible, in the regional plan.

Terrance Haggerty of the ROSB said Lower Milford Township received the second largest grant (for the Lower Milford Community Park) in this area.  The second phase of the plan will be submitted for grant funding next year. 

Wright proposed forming a tax exempt Park & Recreation Association.

 

MOTION was made by Wright to authorize the Township Solicitor to research the establishment of a Park & Recreation Association.  Schantz seconded the motion.    Unanimous
