LOWER MILFORD TOWNSHIP of LEHIGH COUNTY BOARD OF SUPERVISORS Thursday, April 20, 2006 at 7:30 p.m. MINUTES
Chairman Richard Harris called the meeting to order at 7:34 p.m. Present were Supervisors Arland Schantz and Donna Wright. Also present were Township Solicitor Emil Kantra, Township Manager Ellen Koplin and approximately 18 others.
The Pledge of Allegiance was said by all.
Citizen comments were accepted throughout the meeting.
Harris announced folks could feel free to practice with the voting machines set up in the foyer throughout the meeting.
Regular Business: The Minutes of March 16, 2006 Regular Meeting, March 27, 2006 Special Meeting and April 12, 2006 Workshop Meeting were approved as submitted.
Lowell Linde questioned the fact that a Supervisor would not vote on a motion at the last meeting and wondered if that is a common and legal practice. He felt unless a supervisor has a conflict of interest they should vote yea or nay.
Treasurers Report as of March 31, 2006 was accepted as read: · General Fund $684,396 · Capital Reserve Fund 25,328 · Road Projects Fund 30,746 · State Liquid Fuels Tax Account 103,426
MOTION was made by Schantz to pay the April, 2006 bills. Wright seconded the motion. Unanimous Ann Frey questioned who is using the Emergency Management telephone. She was advised that the Emergency Management Coordinator Designate was using the phone and fulfilling his duties.
Police Business: The Police Report was made available to the public.
Harris announced that at the May Board of Supervisors meeting the official induction of the future Lower Milford Township Chief of Police, John Dundero, will take place.
Public Works Business: The Public Works Report was made available to the public.
Sealed Bids for Road Materials were opened.(see attached) The bids will be awarded on May 18, 2006 at the Board of Supervisors Meeting.
MOTION was made by Wright to advertise an amendment to Kraussdale Road Truck Restriction Ordinance(No. 82) adding a 19’ truck length restriction. Schantz seconded the motion. Unanimous
MOTION was made by Schantz to adopt Ordinance No.100 setting a weight restriction of 4 Ton for Scout Road Bridge. Wright seconded the motion. Unanimous
Frey asked if there will be a sign allowing local traffic only. Schantz asked about the progress of repairing the Bridge. Koplin stated the township engineer is working on field work and surveys.
Zoning Business: The Zoning Report was made available to the public.
Manager’s Business: Manager’s report was made available to the public.
Subdivisions/Land Developments: Harris announced the receipt of an application for a two-lot subdivision on Chestnut Hill Church Road by Timothy and Elizabeth Docherty.
No action was due on Subdivisions or Land Developments.
Other Business: Harris announced the receipt of an Agricultural Security Area Application for a parcel(s) owned by Mamie Bechtel & Barry Bechtel totaling 42.67 acres located on King’s Highway.
Harris stated the initial Regional Planning Committee meeting held here last evening went well.
MOTION was made by Wright to appoint Ann Frey, Lois Gadek, Donna Wright and Ellen Koplin as the Regional Planning Committee members from Lower Milford Township. Harris seconded the motion. Schantz asked if this would supersede the motion from the previous month to appoint three members. Harris and Wright stated that is correct. Schantz asked if the members needed to be on the Planning Commission. Wright stated that they do not need to be and that managers from other municipalities are deeply involved in Regional Planning allowing for good communication of information. Unanimous
MOTION was made by Schantz to advertise an Ordinance to adopt Act 4 of 2006. Wright seconded the motion. Unanimous
Wright read the names of those who submitted letters of interest to serve on the Recreation and Open Space Board. They were: Elaine Snovitch, Terry Haggerty, Donna Wright, Gary Campbell, and Steve Rivers. The opportunity to serve on this board was offered to the audience with no reply. Wright stated the terms of service need to be staggered according to the Second Class Township Code. Wright wanted to make the motion to appoint members to the Recreation and Open Space Board but it was decided to postpone until the May Workshop in order for the Supervisors to review their letters of interest.
Lowell Linde asked if they could be interviewed for the board at the workshop. The reply was that it would be good and would lend an opportunity to others who are interested.
There was no one present to give a Fire Company report. Wright thanked Ken Knapp for directing traffic at her property when her compost pile combusted recently.
Harris announced the Geryville Materials Curative Amendment Hearing Scheduled for April 27, 2006 is cancelled and the next hearing will be held on May 31, 2006 at 7:30 pm.
Correspondence Received: Southern Lehigh Library Agenda and Meeting Minutes with attachments were made available on the rear table.
Schantz announced Rural Roads Safety Week cautioning residents to be aware of slow traveling farm equipment on the roads.
Citizen Comments: Lowell Linde stated he is connected to Service Electric’s cable and he is getting all the channels and great reception. Schoch stated they are connected and getting the channels but are not getting good reception due to a problem with the line.
Harris adjourned the meeting at 8:15 pm.
