BOARD OF SUPERVISORS

Thursday, April 17, 2008 at 7:30 p.m.

MINUTES

 

 

Chairman Richard Harris called the meeting to order at 7:34 p.m.  Present were Supervisors Arland Schantz and Donna Wright.  Also present were Township Solicitor Emil Kantra, Township Manager Ellen Koplin and approximately 14 others. 

 

The Pledge of Allegiance was said by all.

 

Public comments were accepted throughout the meeting.

 

Regular Business:

MOTION was made by Wright to approve the minutes of the March 20, 2008 Board of Supervisors Meeting.  Schantz seconded the motion.                 Unanimous

 

MOTION was made by Schantz to approve the minutes of the April 3, 2008 Board of Supervisors Workshop Meeting.  Wright seconded the motion.                  Unanimous

 

MOTION was made by Wright to accept the Treasurers Report as of March 31, 2008 as follows:

·         General Fund                                                    $572,558.00

·         Park & Rec. Donation Fund                                     1,031.00                             

·         Capital Reserve Fund                                          102,039.00       

·         Road Projects Fund                                             339,414.00     

·         State Liquid Fuels Tax Account                              69,404.00

·         Developer Escrows (Non Twp. Funds)                   49,390.00                 

Schantz seconded the motion.                                                     Unanimous                     

                      

MOTION was made by Wright to pay the April bills.  Schantz seconded the motion.

Police Business:

The Police Reports were made available to the public.

 

Public Works Business:

The Public Works Report was made available to the public.

 

Sealed Road Material Bids were opened and read (see attached).  At the meeting on May 15, 2008 the bids will be awarded.

 

Zoning Business:

The Zoning Report was made available to the public.

 

Harris announced the Zoning Hearing Board Appeal by Jeffrey & Deborah Dershem for placing a Temporary Dwelling on their property.  Attorney Kantra said in his opinion there is no action necessary by the Board.

 

 

Manager’s Business:

Manager’s report was made available to the public.

 

Schantz asked questions concerning insurance coverage renewal quotes.  Harris inquired if Festival coverage is included, which is as a separate line item. 

 

Subdivisions/Land Developments:

            There were no new submissions.

 

MOTION was made by Wright to approve the Maplewood Estates Escrow Release Request #5 of Phase 1A and 1B in the amount of $50,446.44 and Request #4of Phase 2 in the amount of $179,399.88.  Schantz seconded the motion.                                    Unanimous

 

Fire Co. Report:

Request to close Hoffman Lane during Fire Co. Carnival hours to accommodate more equipment this year. 

MOTION was made by Schantz to allow the Fire Co. to close Hoffman Lane for the Carnival.  Wright seconded the motion with an amendment to include a map detailing the closure of Hoffman Lane and the area of fireworks display.                                    Unanimous

 

Old Business:

The Cowan Associates contract for engineering services for the Limeport Sewage Project was received.  The Supervisors will have Attorney Kantra look over the contract language.  Schantz requested another engineer look over the figures. 

 

New Business:

MOTION was made by Schantz to exonerate delinquent taxes due to incorrect Billing Address for the Cumberland Property in the amount of $95.10.  Wright seconded the motion.

Lower Milford Township was asked to participate in Government Action Day: PA CareerLink Lehigh Valley.  The concensus was that Lower Milford would not participate because job opportunities here are few.

 

Perkiomen Watershed Conservancy will be preparing a Conservation Plan for Hosensack Creek and they ask participation from Lower Milford along with some other municipalities.  Meeting space can be provided by Lower Milford.  Schantz is a participant and Koplin said she will also participate.

 

MOTION was made by Wright to renew the Emergency Systems Contract for the Township Generator in the amount of $428.84.  Schantz seconded the motion.                                                                                                                                              Unanimous

 

Harris announced the receipt of an Agricultural Security Area Application from the County of Lehigh Tax Parcel ID No. 549390212641 consisting of 14.636 acres.

 

Announcements:                       

·         Letters of Interest will be accepted to appoint member of Joint Building Appeals Board.

·         Annual Lower Milford Cleanup Day will be held Saturday, April 19 from 8 am to noon.  Residents are encouraged to sign up.

Citizen Comments:

Sally Tankred of Buhman Road mentioned the huge 18 wheel grain trucks frequently trafficking Buhman Road.  She was concerned for safety of school children.  The Board will refer this to the Police Department to investigate.

 

There will be no Pork ‘n Saurkraut or Spaghetti dinners at the Fire Co. in June, July or August.

 

Harris adjourned the meeting at 8:25 pm.
