LOWER MILFORD TOWNSHIP of LEHIGH COUNTY
BOARD OF SUPERVISORS
Thursday, April 16, 2009 at 7:30 p.m.
MINUTES
Chairman Richard Harris called the meeting to order at 7:32 p.m. Present were Supervisors Arland Schantz and Donna Wright. Also present were Township Manager Ellen Koplin; Township Solicitor Emil Kantra and approximately 16 others.
The Pledge of Allegiance was said by all.
Public comments were accepted throughout the meeting.
Supervisor Wright introduced Noah Yu, a Perkiomen Prep School 10th grader interested in politics, who came to observe.
Regular Business:
MOTION was made by Wright to approve the minutes of the March 19, 2009 Board of Supervisors Meeting with two sentences under Citizen Comments concerning calling 9-1-1 stricken. Schantz seconded the motion. Unanimous
MOTION was made by Wright to approve the minutes of the April 2, 2009 Board of Supervisors Workshop. Schantz seconded the motion. Unanimous
MOTION was made by Wright to accept the Treasurers Report as of March 31, 2009 as follows:
· General Fund $573,680.00
· Sewer Fund 270.00
· Park & Rec. Donation Fund 3,246.00
· Park & Rec. Grant 24,000.00
· Capital Reserve Fund 137,760.00
· Road Projects Fund 347,654.00
· State Liquid Fuels Tax Account 156.00
Developer Escrows (Non Twp. Funds) 42,588.00
Schantz seconded the motion. Unanimous
MOTION was made by Schantz to pay the April 2009 bills. Wright seconded the motion.

Jean Schoch asked if the auditors would produce a report or summary. The supervisors said a report has not yet been received and assured her that if and when it is it will be made available.
Police Business:
The Police Reports were made available to the public.
Public Works Business:
The Public Works Report was made available to the public.
Schantz inquired about pothole repairs. Harris explained that the rainy weather prohibits repairs that will last and that dry weather is needed to do a proper job of pothole repairs. Koplin read a memo from Public Works Director Richard Kinsey concerning pot hole repair which reinforced what was said by Harris.
Zoning Business:
The Zoning Report was made available to the public.
Manager’s Business:
Manager’s report was made available to the public.
Subdivisions/Land Developments:
There were no new Subdivisions or Land Developments. There was no action due.
MOTION was made by Wright to adopt Resolution 2009-9 Acceptance of Improvements/Begin 18-Month Maintenance for Bryn Estates. Schantz seconded the motion.

MOTION was made by Wright to adopt Resolution 2009-10 Deed of Dedication for Grant Road Ultimate Right-of-Way. Schantz seconded the motion. Unanimous
MOTION was made by Wright to adopt Resolution 2009-11 Deed of Dedication for Bryn Drive Cul-de-sac. Schantz seconded the motion. Unanimous
Fire Co. Report:
There was no report available.
Old Business:
MOTION was made by Harris to award the 2009 Road Material Bids as follows:

Wright seconded the motion. Unanimous
Wright announced that the proposed changes have been made to the Lower Milford Draft Recreation & Open Space Plan and copies distributed for review. The Planning Commission will receive a copy via email.
Wright also gave an update on the Lower Milford Community Park project.
MOTION was made by Wright to adopt Resolution 2009-12 appointing Maureen Kinney as the Lower Milford Municipal Representative to the Earned Income Tax Committee. Schantz seconded the motion. Unanimous
New Business:
A Tax Assessment Appeal Hearing Decision for the Weis Property required no action.

Harris adjourned the meeting at 8:03 pm.
